William Richard "Billy" West (born April 16th, 1952, in Detroit, Michigan) is an American voice actor, singer, comedian, musician, songwriter, and former radio personality who is known for his voice-over work in a number of television series, films, video games, and commercials.
He has hundreds of credited voice-overs in his career; he is possibly best known for providing the voice for many characters on another animated American television series Futurama and The Ren & Stimpy Show. He has been active since 1980, however, his major debut happened in the late '80s. He even had a brief stint as Norville "Shaggy" Rogers in one direct-to-video release in 1998.

Work on Disney's Recess[]
West has only been credited with voicing the character "Edgy Eddie" in the episode "Prince Randall" in the series of Recess.
Prince Randall[]

In the aforementioned episode, Edgy Eddie is the character that provides Randall with the spy-glasses he later uses to take the pictures of King Bob in his sister's clothes at the same mall where Edgy Eddie's shop is located. Randall later uses these pictures to blackmail King Bob into giving him the power to rule the Playground as he sees fit; Edgy Eddie is the catalyst of this episode.
